Honoring the Life of David D. Fawkner – Visionary Leader in Criminal Justice Reform & Founder of The Kintock Group
David D. Fawkner, a pioneering figure in criminal justice, offender reentry, and community based rehabilitation services, passed away on February 5, 2026. He was 82.
Mr. Fawkner devoted his life to helping individuals rebuild their lives after incarceration, championing dignity, opportunity, and second chances. His career was defined by compassion, innovation, and a steadfast belief that meaningful rehabilitation strengthens both individuals and communities.
Mr. Fawkner, born November 9, 1943 in Oakland, California, was the youngest of three. After serving in the United States Marine Corps, he attained his undergraduate and graduate degrees from San Jose State University. He rose through ranks at the U.S. Probation Office where he became a U.S. Senior Probation Officer. In this role, he gained deep insight into the challenges facing individuals returning to their communities. His work with the National Alliance of Business, helping expand employment opportunities for justice involved individuals, further shaped his vision for more holistic community corrections programs.
In 1985, he founded what would become The Kintock Group, Inc., which grew into one of the nation’s largest reentry service organizations. The initiative began with the Greater Philadelphia Center for Community Corrections, an employment training program that secured a federal contract with the Federal Bureau of Prisons in 1987. By 1991, the organization expanded through an additional contract with the Pennsylvania Department of Corrections, marking the beginning of steady regional growth.
As services expanded into New Jersey, the organization adopted the name The Kintock Group, Inc. in 1992. Two years later, Mr. Fawkner opened a work release program for the New Jersey Department of Corrections in Newark, further advancing his mission of providing structured, supportive pathways for successful reentry.
Today, Kintock operates multiple residential and day reporting programs across Pennsylvania and New Jersey, serving more than 1,000 individuals each day. These programs offer substance abuse and behavioral health treatment, educational assistance, job readiness training, employment preparation, housing support, and individualized case management—reflecting the comprehensive model Mr. Fawkner envisioned.
Mr. Fawkner’s legacy lives on through the thousands of lives transformed by the programs he built, the colleagues he inspired, and the enduring commitment to fairness and humanity that guided his work. He will be remembered for his leadership, generosity, and unwavering dedication to creating a more just and compassionate world.
He is survived by his wife, Elizabeth, and his three children: Gretchen (Robert) Wiseman, Gabrielle (Kyle) Andrea, and Joseph (Jennifer) Fawkner. He was a devoted grandfather to Sean, Kyle, Jr., Sophie, and Mea, each of whom brought him tremendous pride and joy.
He will be deeply missed by his family, friends, and the many people whose lives were shaped by his vision.
