Honoring the Life of David D. Fawkner – Visionary Leader in Criminal Justice Reform & Founder of The Kintock Group

David D. Fawkner, founder of The Kintock Group and pioneering figure in criminal justice, offender reentry, and community‑based rehabilitation services, passed away on February 5, 2026. He was 82.


David devoted his life to helping individuals rebuild their lives after incarceration – a constant champion of dignity, opportunity, and second chances. Before founding The Kintock Group, David served as a U.S. Senior Probation Officer, where he gained deep insight into the many challenges individuals may face when returning to their communities post-incarceration. His work with the National Alliance of Business, which provides employment opportunities for justice‑involved individuals, further shaped his career and vision for more holistic community‑corrections programs.


In 1985, David founded what would become The Kintock Group, Inc. It began with the Greater Philadelphia Center for Community Corrections, an employment training program that secured a federal contract with the Federal Bureau of Prisons in 1987. By 1991, that organization had expanded through an additional contract with the Pennsylvania Department of Corrections, marking a period of continuous, steady regional growth. As services expanded into New Jersey, the Greater Philadelphia Center for Community Corrections adopted a new name in 1992: The Kintock Group, Inc. Two years later, David opened a work‑release program for the New Jersey Department of Corrections in Newark, further advancing his mission of providing structured, supportive pathways for successful reentry.


Today, Kintock has grown into one of the nation’s largest reentry service organizations – operating multiple residential and day‑reporting programs across Pennsylvania and New Jersey, serving more than 1,000 individuals each day. These programs offer a variety of supportive services – from substance abuse and behavioral health treatment to educational assistance, job readiness training, employment preparation, housing support, individualized case management, and more. All of these services fit perfectly within the comprehensive reentry model David envisioned – one rooted firmly in opportunity, access and compassion.


David Fawkner’s legacy continues to live on through the thousands of lives transformed by the programs he developed, all of the colleagues he inspired, and his enduring commitment to fairness and humanity, which forever guided his work. His career was defined by innovation, empathy, and a steadfast belief that meaningful rehabilitation strengthens both individuals and communities.


David is survived by his former wife, Elizabeth, and his three children: Gretchen (Wiseman), Gabrielle (Andrea), and Joseph Fawkner. He was a devoted grandfather to Sean, Kyle, Sophie, and Mea, each of whom brought him tremendous pride and joy. David will always be remembered for his leadership, generosity, and unwavering dedication to creating a more just and compassionate world. He will be deeply missed by his family, friends, colleagues and the many people whose lives were transformed and shaped by his vision.
